Non-residents must hold a valid work pass before they can work in Singapore. Employers who hire foreigners without valid work passes can be prosecuted under the Employment of Foreign Manpower Act.
Changes to Employment of Foreign Manpower (Work Passes and Visas) Regulations 2012
From 3 September 2013, the Employment of Foreign Manpower (Work Passes) Regulations 2012 will be revised. The changes largely clarify employers’ existing obligations toward their Work Pass holders. The changes will apply to all existing and new Work Pass holders from 3 September 2013. For more information, please refer to the Regulations and Faqs.
Foreigners can perform certain activities in Singapore for short duration without a work pass. Before engaging in these activities, they are required to submit an e-Notification to inform Ministry of Manpower.
